OK, we'll start by acknowledging that this is a total set-up video. Erik Estrada (aka 'Ponch' from CHiPs) is in on the bit. Lonely Blue Guy (the midget/dwarf/little person/whatever) and his camera crew are in on it, and the cute girls (both easily 1/2 his age) getting their photos taken are most likely in on the joke. Watch as Estradagets into his car, and the li'l fella comes flying out of nowhere, with an impressive leap over the car and onto Estrada's neck.
