percy allen phillips tased in courtroom
July 22, 2009 - During a competency hearing inside Jefferson County Courthouse in Kentucky, 45-year-old state prisoner Percy Allen Phillips yelled, made threats and turned over a table after an attorney said Phillips had "…threatened the police officer who testified against him." The outburst lasted just a few seconds - then Phillips was tased and fell to the floor.
